Monitoring and building potential for SDGs

As an independent body mandated by the United Nations to accompany the implementation of the Sustainable Development Goals (SDGs), the Sustainable Development Solutions Network (SDSN) partnered with the Ministry of Economy and Finance of the Republic of Benin to conduct an independent assessment report on the implementation of the SDGs and Benin's performance following the issuance of Benin's SDG Eurobond in July 2021.

The challenge

Benin is the first country in Africa to have issued an international bond dedicated to financing high-impact projects for the achievement of the SDGs. The operation raised 500 million euros (328 billion CFA francs), with a repayment date of 2035, aiming to mobilize international investors to finance public spending with high SDG impact.The framework therefore required monitoring of Benin's progress on SDG performance.

Our approach

Beginning in March 2022, SDSN entered a bilateral technical partnership with the Ministry of Economy and Finance of the Republic of Benin. SDSN conducts an annual independent assessment of Benin's SDG implementation and performance.

SDSN also works on growing a network of universities and research centers to develop local potential and strengthen the links between Benin and the world's experts on sustainable development issues.

The outcome

Through these initiatives, SDSN and its network of correspondents contribute to strengthening the evaluation of Benin's public and budgetary policies in relation to the 2030 Agenda. The first Sustainable Development Report Benin was published in 2022, showing country's status and progress on SDG indicators. The SDSN Benin network was launched in early 2023. SDSN continues to meet with representatives from the Benin government, administration, universities and research centers to gather information and share with stakeholders.

Benin Sustainable Development Report 2022

It presents Benin's starting point in its new commitment to the implementation of the 2030 Agenda following the inaugural issue of the SDG Eurobond in 2021. It is the first report to provide an independent analysis of the country's SDG performance and trends compared to the Economic Community of West African States (ECOWAS) as well as the policies and progress.
